Driving Progress: Government to Modernize Harare’s Road Network with Four New Interchanges Focused on Decongesting Roads, Enhancing Traffic Safety, and Facilitating Economic Progress!

In a bold and strategic move to address long-standing urban mobility challenges, the Government of Zimbabwe is ramping up efforts to modernize Harare’s road infrastructure. Central to this initiative is the planned construction of four major interchanges designed to decongest traffic, reduce travel time, and enhance safety for motorists and pedestrians alike.

This transformative project is being spearheaded by the Ministry of Transport and Infrastructural Development and forms a critical part of the government’s broader infrastructure development agenda aimed at propelling Zimbabwe toward Vision 2030—an ambitious blueprint for an upper-middle-income economy. With Harare’s population and vehicle volumes growing rapidly, the need for a smarter, more efficient road network has become not only apparent but urgent.

A Strategic Response to Urban Congestion

Harare, like many other urban centers across the continent, faces mounting challenges from increased traffic congestion, inadequate road infrastructure, and outdated road designs that are no longer fit for purpose. The consequences are felt daily by commuters who spend excessive hours on the road, businesses that face delays in logistics, and emergency services hindered by gridlocks.

To tackle these challenges head-on, the Ministry has identified four strategic sites for the development of new interchanges:

    • Mabvuku Junction
    • Harare Drive/Mutare Road
    • Liberation Legacy Way/Harare Drive
    • Liberation Legacy Way/Churchill Road

These locations were selected based on comprehensive traffic studies and are known for being major congestion hotspots that contribute significantly to travel delays across the city.

Liberation Legacy Way: A Key Arterial Road Gets a Facelift

At the heart of the project is the upgrade and modernization of Liberation Legacy Way, formerly known as Borrowdale Road. This vital corridor connects northern Harare suburbs with the central business district (CBD) and forms a backbone for traffic flow in the capital.

In a recent government gazette notice, the Department of Roads called for expressions of interest from qualified consultants to oversee both the construction of the new interchanges and the overall upgrade of Liberation Legacy Way. The move signals a deliberate shift toward professional project management, international standards, and a focus on quality delivery.

    Interchanges: Why They Matter

Interchanges are more than just engineering marvels—they are functional solutions that untangle complex traffic flows by allowing vehicles to merge or cross without traffic signals or stop signs. By replacing traditional intersections with interchanges, the city stands to benefit in several key ways:

    • Reduced Traffic Delays: Vehicles can move continuously, reducing idle times and fuel consumption.
    • Improved Road Safety: By eliminating the need for cross-traffic and minimizing human error, interchanges reduce the risk of accidents.
    • Enhanced Connectivity: Improved road links foster economic activity by facilitating the movement of goods and people.

When executed effectively, these interchanges will not only serve the city’s current transport needs but also support its future growth.

    Economic and Social Benefits

Infrastructure development, especially in the transport sector, plays a pivotal role in national development. Upgrading the road network will:

    • Stimulate construction and engineering sectors, creating jobs in the short term.
    • Improve the ease of doing business by reducing logistical costs.
    • Boost investor confidence through demonstrable commitments to modernization.
    • Enhance access to education, healthcare, and services by cutting travel time.

The spillover benefits of such projects ripple across communities, empowering local economies and improving the quality of life for residents.

    Public Participation and Accountability

As the government embarks on this high-impact project, transparency and public accountability will be crucial to its success. Engaging residents, motorists, urban planners, and the private sector in discussions around design, implementation timelines, and potential disruptions will ensure that the development is inclusive and meets the real needs of Harare’s population.

Moreover, periodic updates and progress reports from the Ministry and Department of Roads will help build public trust and ensure that timelines and budgets are adhered to.

    Looking Ahead

This ambitious infrastructure drive comes at a time when Zimbabwe is steadily reasserting itself on the regional development map. By prioritizing urban mobility, the Government is not only improving day-to-day life for thousands of Harare residents but also laying a solid foundation for long-term economic transformation.

The construction of these four new interchanges is more than just a road project—it is a declaration of intent: that Zimbabwe is ready to invest in a modern, resilient, and sustainable future.

As the project moves from planning to implementation, the nation watches closely—with optimism, anticipation, and hope.
